Dear Janet,

Thanks for considering my participation as a candidate for President of the High Tech University, to be interviewed by Dr. Harold Raveché in his next visit to the Dominican Republic.

As you may recall, in the previous phone conversation and at the meeting, I told you of the great opportunity the Dominican Republic has to turn around its electricity service by considering the prolonged electricity crisis the as the most critical high technology project facing the country. In that regard, I have included a brief recommending the creation of an Applied Research, Development and Demonstration Center for Third Wave Electric Power to be included from the beginning in the Project. The niche market of RD will be posed to be the global market for electricity, where developed and developing countries coming from differing positions will meet in the search for an effective and efficient fully fucntioning electricity market.

The opportunity to become President of the High Tech University can be a strategic fit, win-win, and self-reinforcing proposition for both the university and myself. Such proposition is highly compatible with the University Mission and my updated search for meaning, relative to my attached
Resume.

Please note the Demand Response Resources project of the International Energy Agency and my presentation to Peak Load management Alliance Fall 2004 Conference can be found on the link http://www.peaklma.com/files/public/fall2004program.htm.

In addition to the resume and the brief, attached is a list of other publications and presentation in Spanish on my electricity proyect, which are avaliable upon request.

When we met last week at your office at INTEC, we went through the New Platform for Economic Growth document prepared by Carolina Group Technologies, and I showed interest in the Project Plan, the Senior Project Team, and the Financial Model. With that information at hand, I look forward to the opportunity to interdependently develop with Dr. Raveché a first draft of the expected deliverables to be provided in the first 12 month by the selected candidate.

Thank you for your time and consideration.
