Muchas gracias por felicitarnos. Hoy ya son 7 meses de Bitácora y muchos otros esfuerzos antes de eso. Creo que realmente inicié esta fase en 1993, cuando emprecé a opinar con el Proyecto de Ley General de Electricidad original.

El grupo de egresados del Tecnológico de Monterrey (Luís, Gustavo, Agustín, Michael y Barón), y los demás colaboradores (Federico, Bernardo, Martín, Ernesto, George y Máximo, Armando, Alvaro, Eloy) y posiblemente otros que no haya mencionado (mis disculpas por la jaraganería), le han dado vigencia a este humilde esfuerzo, al tiempo que le dan vigencia al propio de ellos (el burro alante).

Como tú espero que haya otros observadores de este proceso, que poco a poco va tomando fuerza, como cualquier proceso sistémico. Recibí otros comentarios que enfatizaron lo del material colgante, y pienso que resulta ahora tan simple decir que pagando (en realidad compensando) los apagones, un elemental derecho jurídico de subsanar el daño recibido, sea la fuente para restitituir el orden. Es evidente que ese derecho es al que paga por el servicio, pero creo que no era tan obvio para mi poderlo demostrar.

Recuerdo que en una reunión del sector le sugerí a Unión Fenosa que esa era la mejor estrategia para resolver la crisis. Eso creo que fue en el 2003. La idea subyacente es que para mantener cualquier sistema saludable (ver "the long boom") necesita tener autocorreción.

Lo anterior me lleva a generar una hipótesis sobre la falta de institucionalidad. Creo que no es un problema de los tres principales poderes, sino del cuarto poder (el elemento que impulsa la autocorreción) que NO FUNCIONA en este país. Ya he publicado más de 950 notas y es muy, muy poco lo que ha trascendido a los medios públicos. Creo que la corrupción mayor se encuentra ahí.

Por que no este participando en los diálogos, no quiere decir que no estoy al tanto de todos y cada uno de los artículos y comentarios de la Bitácora, me he mantenido al margen pero bien enterado, aprovecho estas líneas para felicitarlos a todos por el trabajo que definitivamente tendrá muy buenos frutos, lo importante es seguir perseverando y poniendo el empeño, definitivamente en algún momento alguien tendrá que tomar las decisiones de organizar nuestro sector, pero donde la falta de institucionalidad es una constante, no podemos esperar que el sector eléctrico sea diferente de la noche a la mañana.

The Birth of the Global Electric Retailer

Below is a comment I made to the article " Strategic Perspectives on Utility Enterprise Solutions ," by Warren Causey on EnergyPulse.

Deloitte Research made a Scenarios Study and found that the "Continuity" scenario is what is expected by most companies in the next 5 years. However, Deloitte also found out that the next five years might turn out very different from the strategic plans of many companies (read utilities). The result is a very different perspective on the interdependencies of markets and Enterprise Solutions.

On one, or both, of the other two scenarios ("Tough Times" or "Rising Expectations"), instead of Utilities Enterprise Solutions, a Retailers Enterprise Solutions arrives, which will make much more business for IT suppliers than expected under the Continuity Scenario. The main reason is that current business models are at the end of there useful life, while new technology is available to be transformed into competing innovative business models, leading to true deregulation of electric markets.

With the presentation " Ruminations on Demand Response - a view from Chicago ," Bob Lieberman has given a new hope to residential real-time pricing based on the existence of a risk premium, part of which responsive customers can pocket. Bob adds that conventional wisdom regarding that real-time pricing of residential customers won't work was proven wrong. Lieberman identifies 4 problems to be overcome develop the market: 1) Short term thinking; 2) Who's job is it?; 3) Overcoming the "DR is about protection system "mindset; and, 4) Explaining to customers what we are talking about and what's in it for them.

By taking a close look to " An Alternative Business Case for Demand Response," my comments to Why We're Selling Advanced Metering All Wrong... And How to Sell It Right and the discussions on " Energy Bill 2005 - A Waste of Time?" and " 2006: New Challenges and Opportunities in the Brazilian Electric Energy Arena" all 4 problems can be addressed by competitive retail marketers, with innovative business designs under their own Retailers Enterprise Solutions. The result will be a new paradigm of the electricity industry for the new global economy, where increased efficiency will result. Every customer will be able to chosse value added from electricity and the mayority of customers will have lower prices, after a while.

DR1: Tourism Minister Rejects Competitiveness Plan

Tourism Minister Felix Jimenez is standing by the Tourism Strategic Plan he released at the end of his first term from 1996-2000. The study was carried out in 1999-2000 with the support of the Andalucian regional government, but was discarded by his successor, Rafael Subervi (2000-2004). A year and a half since his return to government, Jimenez feels the study is still current because it was a 10-year plan. He rejected the agreement reached at the Competitiveness Forum held in Punta Cana, which calls for a competitiveness plan that would encompass the new trends and new technologies. He distanced himself from the Declaration of Punta Cana agreed upon during the event.

"I informed the President, the hoteliers and the international speakers who took part in the event about this study," he stressed. He insisted that the plan that was developed in his first administration and released pr! ior to his leaving the post encompassed 10-year development, and was part of a consensus between the public and private sectors. "The Ministry of Tourism understands that this strategic tourism development plan should be revised and updated," he said. He added that the Ministry is currently engaged in an internal three-day seminar to determine which aspects they need to work on to bring the strategic plan up to date, as it was prepared for the 2000-2010 period. He said that the Ministry of Tourism under his direction again has been following the recommendations that are part of the 1999 research.

As reported in Hoy newspaper, he rejected the role of the National Competitiveness Council and insisted that the law specifies that only the Ministry of Tourism has the responsibility and authority to implement a tourism development plan and establish tourism development policy in the country.

"While I am Minister of Tourism, they have to respect this Ministry and if there ! are people in the private sector who understand that the present gover nment and this ministry do not deserve respect, then I wish them a good trip," he stated in the press conference. Jimenez was openly critical to the president of the National Association of Hotels & Restaurants, Enrique de Marchena, for his role in supporting the drawing up of a competitiveness plan.

Clave Digital interviewed Enrique de Marchena, who responded: "Asonahores backs the Declaration of Punta Cana since it is the result of an international event held in the presence of President Leonel Fernandez and the minister of tourism, and its only purpose was to establish the base for development and competitiveness of our industry into the next ten years. National and international guest speakers of the highest level were also present at the event that was backed by the National Competitiveness Council that is presided by President Fernandez, himself," said De Marchena.

During the Forum, international speakers presented the new, constantly changing trends in tourism! that focus on sustainable development of the industry and the need for the Dominican Republic to align itself with these and take advantage of the new technologies. During the event, President Leonel Fernandez, in the presence of Tourism Minister Felix Jimenez, endorsed the work being carried out by the National Competitiveness Council and approved the implementation of a National Competitiveness Plan for Tourism that would serve as a framework for these objectives. During the morning session that was not attended by the minister of tourism, speakers were Augusto Huescar, head of market intelligence and promotion at the United Nations World Tourism Organization; German Porras, former Spanish tourism minister; and Ruben Dario Rodriguez, advisor to the Mexican Ministry of Infrastructure, Communication and Transport. The president of the Caribbean Hotel Association, Berthia Parle, and Alec Sanguinetti, director general of CHA also attended and spoke during the event.
