CNE responde a ¿están muriendo las grandes eléctricas?

Debajo de esa noticia La CNE pide eliminar el peaje al autoconsumo por discriminatorio, coloqué el siguiente comentario:
Todo luce indicar que la CNE ha dado respuesta a la primera de las preguntas del artículo Are Europe's utilities dying? Or can they reinvent themselves? (¿están muriendo las eléctricas?¿o podrán reiventarse?). 
La segunda pregunta es tendenciosa. Es como preguntarle a los ferrocarriles si pudieran reinventarse cuando llegaron los automóviles (el autoconsumo) y las carreteras (internet).  
Para más detalles repito lo que dije en un comentario anterior con la nota Propuesta que no están esperando los dominicanos, ni los españoles, pero les encantará del que resalto el párrafo "Como se puede ver, por ejemplo, en la nota Participación de la institución del Estado y del FMI en el derroche eléctrico español, las recetas del FMI tuvieron su razón de ser en un mundo donde la energía era barata y la información cara. La gigantesca transformación de la energía cara a la información barata impulsará necesariamente la creación masiva de empleos."

Conjecture: wicked problem required software first system architecture

The conjecture is a generalization of the findings of the article Great electricty service. As smart-grids are no considered to be socially desirable, the social wicked electricity problem is not addressed.

The main problem is that smart-grids system architecture was based on the hardware first architecting system approach. In this case, the client of the system is the utility.

To follow Steve Jobs heuristic to "start with the customer experience and work back to the technology and not the other way around," a software first architecting system approach is implied to address the wicked system problem. In this other case, the client is the customer.
