Cuando se le pregunta a un cliente que quiere, de seguro que es un servicio más barato, más confiable y más amigable con el medio ambiente. Esa es la promesa de CDEEE, que dejó de ser factlble porque el mundo cambió.
En una situación parecida, Henry Ford dijo que si le hubiera preguntado a los clientes qué querían le hubieran dicho caballos más rápidos. Igualmente, Steve Jobs en la situación actual ofreció a sus clientes algo que no estaban esperando pero les encantó,
Necesitamos reorganizar la industria eléctrica para que gente como Ford y Jobs nos traigan algo que no estamos esperando pero que nos encantará. Mi servicio es simplemente ayudar a reorganizar el sector eléctrico para hacer una competencia de modelos de negocios en varios segmentos del mercado.

Llegamos a las 100 firmas, pero no podemos cantar victoria. Necesitamos más firmas para que el titular de la CNE reconozca ante el Presidente Medina y el Congreso Nacional el grave error institucional cometido al decir:
"Consideró como acertada la decisión del presidente Danilo Medina de extender por un período de cinco años las facultades que tiene la CDEEE antes de que entre en vigencia la ley que crea el Ministerio de Energía y Minas.".
Comete ese error al respaldar a la CDEEE en el lanzamiento del proyecto de las plantas a Carbón que es tan riesgoso como lo fue la explosión de Challenger sin presentar la prueba correspondiente de que la decisión es correcta. Tampoco la CDEEE ha presentado dicha prueba todavía.
Usa por favor todos tus contactos para que también firmen la petición.

Más allá del seminario CODIA-FED: un nuevo modelo para la industria eléctrica global
Abajo aparece la traducción del comentario que coloqué debajo del artículo “Three Regulatory Models That Could Help Utilities Embrace the Future (Tres modelos regulatorios que podrían ayudar a las empresas eléctricas a abrazar el futuro ),” publicado en Greentech Media el 17 de septiembre de 2013. Cabe destacar, de ese segundo artículo, que la decisión de lanzamiento de la CDEEE involucra un préstamo puente de 150 millones de dólares, a sabiendas de que el " ... enfoque de los asesores del señor Bichara es similar al enfoque defectuoso que dio lugar al accidente fatal del Challenger." Ahora sigue la mencionada traducción:
Según el libro de Mark W. Maier, “The Art of Systems Architecting (El Arte de la Arquitectura de Sistemas),” tercera edición, "Las cuatro métodologías más importantes en el proceso de arquitectura se caracterizan como normativa, racional, participativa y heurística." Dos de esas metodologías, normativa y participativa, se han utilizado ampliamente en los modelos de regulación de la industria de la energía.
La normativa se utiliza cuando se transfiere un modelo de regulación que funciona a una nueva jurisdicción, que muchas veces no funciona debido a las diferencias en el entorno del sistema. Es fácil llegar a la conclusión de que todos los tres modelos de este artículo se basan en la metodología participativa.
Por lo que yo sé, sólo hay un modelo de regulación en que se ha tratado de aplicar la metodología heurística y es el Modelo Marco de la Electricidad Sin Control de Precios (EWPC-AF, por sus siglas en inglés), donde han emergido muchos conceptos nuevos.
