DR1 - CONEP hardens stance (yesterday news)

The business sector is starting to play hard ball in their stance on the new tax reform proposals and the changes that they will demand from the economy in order to maintain a competitive position in the marketplace. During a Business Luncheon held in Santiago de los Caballeros, the directors of the National Business Council (CONEP) and the leading industrial association of Santiago and the northern region called for a series of immediate steps to be taken to stem the electricity problem that goes beyond the bounds of any sort of payment schedule. They also condemned the fact that there are a series of hidden taxes that are never talked about but that are changed by the administration from time to time. They cited, as an example, the two different electricity rates, one for the government and one for the private sector, which is 30% more expensive. En mass, the industrialists called for the immediate app! lication of the entire Electricity Law.
The group pointed out that given the recent statement by CDEEE officials to the effect that there is an excess of installed generation capacity, the government should be extra careful in that the new generation units are contracted for through a public tender as called for by the law. As reported in Diario Libre, CONEP representatives are concerned about the announcement that the government has entered into an agreement with a private company to build two 600 megawatt coal-fueled generators, but until now has not provided details on the plants nor the contract. The business sector asked for transparency, in order to avoid the signing of onerous contracts as has occurred in the past.
In a document prepared by CONEP, the business group says that the efficiency and success of taxation policies will depend on the efficiency, honesty and transparency of government spending. The businessmen said that taxes discourage investment, red! uce productiveness and affect real wages. The business group complains that when the state makes proposals for tax reform, a matter such as it becoming more efficient in the use of taxpayer monies is not considered. The business group mentioned that there are many autonomous government institutions that do not have to account for the funds they receive.
During the meeting in Santiago, just the first of a series of meeting that the CONEP will hold with business and industrial leaders around the country, Elena Viyella de Paliza, and Ricardo Fondeur, the head of Santiago's Chamber of Commerce and Production, were joined at the head table by Mauricio Hache, William Robert Calderon and Carlos Manuel Alvarez.
Conep's proposal is to create a 10-year program for the government to implement and that will provide all of the citizens a chance to get ahead.

Pa' Lante o Pa' Tras

Pa' Lante es la Tercera Ola de Alvin Toffler. Pa' Tras es la Segunda Ola. Las telecomunicaciones están ciértamente disfrutando de la Tercera Ola, como puede verse del progreso en los celulares. The Economist esta semana tiene un artículo titulado "Mobile phones and development: Calling an end to poverty," donde se habla de teléfonos a precios de US$40 la unidad. Además dicen que: "On June 29th Philips, a Dutch electronics firm, announced a new range of chips designed to take handset costs below $20."

¿Porqué la industria eléctrica quiere aferrarse a la Segunda Ola en tiempos de la Tercera Ola? El resultado es que lo que era la industria verticalmente integrada ha dado paso a una industria desintegrada. Me explico, si el servicio del SENI no es capaz de ofrecer calidad comercial, entonces los consumidores se las buscan desintegrando cada vez más el sector por las soluciones técnicas y sociales de la Tercera Ola. La reintegración del sector hay que hacerla con soluciones de la Tercera Ola, empleando la tecnología de la información para reducir al mínimo el costo de desabastecimiento.

La filosofía de los derechos divinos de los reyes desapareció, como aparece en el registro de la Resaltado Sutilezas Sobre el Carbón #6. Hace falta un Dialogue para que no impongan soluciones para perpetuar la Segunda Ola. Los clientes ya son grandesitos y tienen el derecho a comprarle electricidad al mejor postor. No nos debemos dejar encasillar en licitaciones de nuevas centrales generadoras, sin antes investigar si las inversiones en el lado de la demanda, como la Eficiencia Energética y la Respuesta de la Demanda, son más rentables. Asegurémos que Vamos a Dar Pa Lante.

Segura Admite Grado a Grado al CONEP

El vicepresidente de la Corporación Dominicana de Empresas Eléctricas Estatales (CDEEE), Radhamés Segura, informó ayer que está en proceso la contratación de la empresa Wesnont Power, de capital mixto norteamericano-filipino, para la instalación de dos plantas a carbón que generaran 600 megavatios, con una inversión de US$500 millones, de los cuales el gobierno financiará US$140 millones.

Tras admitir que la instalación de las dos plantas será adjudicada mediante contrato a la empresa norteamericana-filipina, mediante una modalidad intermedia, Segura afirmó que el gobierno está dispuesto a escuchar la opinión de los empresarios dominicanos aglutinados en el Consejo Nacional de la Empresa Privada (CONEP).

"He dicho que todos estamos abiertos, si hay un empresario, dos o tres o un grupo de empresarios, o el CONEP completo, que puedan hacer esta inversión y que lo haga de la modalidad marcha-plan, poniendo su dinero, nosotros inmediatamente respaldaríamos esa posición", expresó Segura.
En tal sentido el GMH reitera su propuesta colocada en "CDEEE Promete Consulta Estudios e Informes Centrales a Carbón al GMH," que dice: "Sugiero que la consulta interdependiente sea realizada con el financiamiento adicional a partes iguales con la del sector público (CDEEE), de parte del sector privado consumidor y de los agentes privados del mercado eléctrico."
