The Association of Industries of Herrera (AIEH) urged businessmen to take on the challenges and criticism put forth in the 2005 Human Development Report issued by the United Nations Development Program. AIEH sees the report as a challenge for the private sector to become more proactive and take on corporative social responsibility to relieve poverty and increase its competitive capacity. The report has highlighted that the low level of human development is due to political and business elite not assuming their due commitments with the country.
On the other hand, Elena Viyella de Paliza, president of the National Council of Business (CONEP) called the report "incomplete". She told El Caribe that the real cause of increasing poverty and low human development is the lack of a state of law, inefficient justice, lack of transparency, corruption and politicians that place their particular intere! sts before national interests. "The report appears to be incomplete and pernicious. With these statements, the UNDP is subtracting credibility from its own work," said Viyella.
