Average prices - rates - destroy value for all customers away from the average reliability. Every customer has a reliability that results in their minimum costs: for example 3 customers clases have 99%, 99.9% 99.99% service requierements, which result in 3 very different infrastructure. Suppy side risk management may serve 99.99% like PJM, with 34% generation reserves. A proper system minimum cost mix of supply side and demand side risk management can serve each of the three requirement with differentiated prices for each individual customer. Please understand that operating reserves also uses fuel waiting for a contingency to happen. See also An Alternative Case for Demand Response for the need of trully free retail markets.
